Sometimes ISP will use the later hours, when fewer people (they think) are using the net to do some maintenance.

I’d suggest you contact your service provider and ask them to do a line check. Sometimes a problem will be discovered in the phone lines leading to your home, or in your home wiring. The line check should be free. If it’s a problem with the phone company lines, they are obligated to make the repairs. If it’s your wiring, it’s your responsibility. But you might already be paying for inside line insurance on your phone bill.
