I wouldn’t suggest disabling the windows and Norton updates, they are very important to the security of your system. I would however uninstal the music downloads program, that the person on one of the computers is downloading. If these are work computers for a business, you don’t want that kind of junk on your network. Because for one it is illegal if it isn’t itunes, also it can infect your computer with spyware and virus’s.
Uninstalling this limewire or program similiar to it, will solve your problems.

Simple: tell the guy to stop downloading videos and music while you are working. He is very selfish.

monitor the access and block the sites at firewall

All you really need to do is find out what ports the download program is using and block them on your firewall.
You could also just uninstall the program from his workstation and then remove his administrative rights on the machine so he can’t install anything anymore.
Or better yet…. give him a typewriter and tell him to smarten up!
