I had the same problem when I bought a new computer with Vista. Finally had to call my Internet Service Provider and have them walk me thru it.

Control Panel > Network Connections (which might be called Network&Internet connections) > Create a New Connection > choose the dial-up options, which will probably also include entering the phone number you use to dial into your ISP, your username/password, and then save the settings.
