Yes there is – but I doubt you can afford it. Corporate/Company routers (Cisco, etc.) support this ability – the service is called Dial On Demand. I haven’t seen a home style router that supports this ability yet – there may be one out there, just do a search for Dial On Demand.

Yes; but why? Just get Cable or DSL.
Failing that, you can make your ‘main’ computer (connected to phone line) dial whenever a connection is needed
look up Internet Connection Sharing.
It works on Win2K and XP, and i think there is software you can buy if you dont have those…
Dial up is cut out your own eyes slow… (cuz your so bored)… sharing it only compounds the problem…
