I can only login to my job through dial-up, but at the same time I would like to keep surfing the net with my cable modem. Right now, I have to disconnect from dial-up if I want to use my cable internet at all, but it’s so slow and annoying. Yes, I have requested to get high speed access, but is there anything I can do until that happens?

Not that i am aware of. See if your office can set you up with an SSL VPN connection. That will work over your high speed and be a secure link to your workplace.

Absolutly you can use dial up and cable at the same time. I do it all the time. do the following:
1.) Connect phone cable from modem to phone jack.
2.) Install Dial up settings.
3.) Connect.
Simple as 1 2 3

I am not sure what all goes into you connection to your work but you should be able to. If you dial up to your work and use a browser to interact with it just change the Internet Options to never use a dial-up connection and it should use whatever is faster. Make sure to also uncheck the reuse same browser window in the advance option so you can launch different browser windows.
