is this legal that one downloads an entire specific website to work offline?

if your answer is yes,please let me know that what are the best
tools (software-hardware) which assist me to achieve this aim.
i have an internal 56k modem.i use dialup.i have offline explorer and download accelerator are these enough ?
my internet diconnects repeatedly how can i manage to make a perfect download?

  1. The reason you are able to view a web page is because it has been downloaded to your computer in a cache file. Downloading a page or entire site manually places it on your computer in a different form. People who create a web site know that some part or all of the site will end up on millions of computers. In fact that is what they want!
    As long as you don’t reuse the media (photos, video, text), then you should be okay legally. It is like having a newspaper or magazine in your house.
    As for offline browsing software, try looking at download.com First, go to the section for either Windows Software or Mac Software, then follow this path of links; Utilities & Drivers> Internet Tools & Utilities> Download Managers
