Three things you can try…
Check for spyware. Run both Ad-aware (http://www.lavasoftusa.com/software/adaware/) and Skybot (http://www.safer-networking.org/) to remove any spyware. Run both as one may caught something the other missing. Then go to microsoft.com and download Defender to protect against future infections. All three programs are free.
If you think you know the file, boot the computer into safe mode (press the F8 key during boot up until you get a screen with Safe Mode as an option). Because safe mode does not load any background files, it will not load the file and you will be able to delete it.
Also you can try running the msconfig utility.
Go to Start, then Run and type in: msconfig
Go to the startup tab
You will see a list of all the programs that are loaded when your computer starts up. The one causing your problem is probably being loaded there. Uncheck it. It will not load in the future.
Reboot and you will probably be able to delete the file
Hopefully between those you can get it cleared.

Here are a few things to try.
goto http://www.download.com
download ewido, sbybot search and destroy and ad-adaware. Run a full scan for each one.
If that doesn’t work trying booting the computer in safe mode by pressing f8 while the computer is booting up. Then try to manually delete the file that way.
