My dialup connection speed dropped to half. what could be the problem? I use win98Se,56Kbps internal modem,ie6

I use 56Kbps internal modem for internet. Previously my dialup connection speed used to be 44000 or 46000bps. But now it is low and is varying all the time. now it is 21200 or 24000 or 32000 or 33333 or 36000bps only. What could be the problem? Is it with server or telephone line or my modem got weak or any other problem? Can anyone help me in this regard. Thank you.

    during night time’ internet gives less speed as much people are logged on to internet at this time!and during day time,migh the resistance in your cables is increased.

    - problem with your ips
    - software problems
    - virus problems
    please try to provide some more information
    also try to get your computer scanned
