Did you install the new modem in the same slot as the old one. The PCI slot the modem was in on the motherboard could have been damaged.

Did you try first using a normal phone to see if you have tone signal on that line? If yes and nothing is changed on the computer configuration I am not sure the modem is still good. Strange though.

Have you checked to make sure there is no damage to the motherboard?
What comm port is the modem on vs which port is it looking for?
Depending on the OS, you may have some diagnostic utilities to use, have you?
Is modem internal or external?
Can you try it in the other computer?

check that your phone is set for dial tone not pulse. The pulse was used for rotoray phones. There should be a switch on the side of the phone. Having even one phone set with pulse in the house can screw with the dial up internet. If it still doesn’t work then I would suggest that you take it in to a tech. It could be that a setting is turned of or that an application is turned off or even some hardware damage to the mother board. If you are tech savey then go to the hardware manager and check that all devices are turned on and running properly. Check that you have the most recent driver updates for your equipment. If worse come to worse then do a system restore to a date before the power outage. This can be done with the system restore wizard to find this as well as the device manager do the following. Go to the start menu click on the Help and Support box. Type either Devic e manager or System Retore into the search box. It should load a page with a link to go to the specified page. Click it and follow the instructions.
