  4. Many things….Your computer dial-up software setup..The quality of your phone line. Your distance to the phone central office. Your modem and settings. Your Internet provider service. How many phones are connected to the line you are using.. Dial up users that think they are getting 53 kbs. are more likely getting 40 to 42 kbs. There are many dial-up speed test sites.     Modem speed, type of telephone lines inside and outside and whether the phone company has piggy-backed the lines rather than install new lines when needed. Piggy-backing is the worst for speed and quality. It can reduce as much as half the speed.
