What do I need to do to protect my email (SBC/Yahoo) when changing from ATT DSL to a telephone modem ISP?

I chose to use my Yahoo email address when I subscribed to SBC DSL Express a year ago. Contract is up: I am too far away (ineligible) for DSL Pro; so, I am returning to the slower telephone service from Netzero.
Just want to make sure I do not lose anything during or after the move from ATT/Yahoo mail.

I recently changed ISP services how do I send out one e-mail to give out my new address to everyone?

I want to use outlook express to do this. Thanks so much.

Also If I have dialup is it always true that it’s a dynamic address and static?

I am getting spam from a yahoo address. What can I do about it?
