how to solve ISDN spoofing?

I cannot connect to an ISDN DIALUP ACCOUNT from my Cisco 1751 router.It says “INT BRI0/0 UP,LINE PROTOCOL UP(SPOOFING)” and when I attempt to dial it says “Layer -3-Link-UPDOWN”.I have checked my ISDN line .In the LAYER 3 STATUS it shows ACTIVE LAYER 3 CALLS-0.Why is it happening?
