Whats wrong with my Dialup connection?

I just rebooted my computer and I am now useing Windows XP service pack 2 instead of my former service pack 1. I am using Localnet for dialup, and suddenly my connection is much slower. If I try to download something, with any browser, it freezes after a few kilobytes (or seconds), and browsing does the same thing- it will stop loading a web page for a few seconds before starting again. During these “Frozen” periods, there is no network activity. Whats going on? How can I fix it?

What’s a good program to convert JPEG files to a smaller size?

I have a really good digital camera so I’ve taken a bunch of high resolution pictures that are six megabytes each. I want to drastically reduce the resolution so they’re less than a hundred kilobytes each. That way I can email them to people who still have dialup internet accss. I don’t want to manually do each picture at a time. I want to batch convert a whole bunch of files without babysitting the program. I have a fast computer and plenty of hard drive space so resources are no problem for me. It would be nice if it was freeware or shareware. Please tell me what software you like and post to link to where I can read about it. A download link (legal of course) would be nice too.
