How can I get my Acer Aspire 1640 notebook get connected to my Wireless-G 2/4 GHZ 54 Mbps Broadband Router?

I am able to get my neighbor’s unsecured wireless connection. However, I can’t get my own wireless router.

What’s the best inteernet service provider + telephone for Southern California?

I need at least 1.5 Mbps for the internet, can be DSL or cable, preferably 3 Mbps.
Phone must have free/cheap international calling.
