Can not go any webmail pages?

IN XP I have dialup connection and I get good data transfar rate but I can not brows any website like yahoo mail or hotmail mail.My internet explorar’s version is 6.My PC has Norton anty virus gurd.I am confirm that my PC have no virus or spyware or adware or somthing like that.

is this legal that one downloads an entire specific website to work offline?

if your answer is yes,please let me know that what are the best
tools (software-hardware) which assist me to achieve this aim.
i have an internal 56k modem.i use dialup.i have offline explorer and download accelerator are these enough ?
my internet diconnects repeatedly how can i manage to make a perfect download?

Downloading Yahoo! Toolbar to Disc?

For various reasons, I’d like to download the toolbar as a file, to store to disc. I’ve browsed past messages, and seen a number of useless answers, along with one or two people who have an installer on their website. I’m not interested in that… I want a “virgin” file from Yahoo! without having to rely on a third party. Where, o where, could one find such a thing…? Last version I found (from Yahoo) was v6.3.2.2, but they’ve changed the way Toolbar downloads/installs are handled.

I CANNOT accept answers like “Go to http://toolbar.yahoo.com and it’ll install it for you” – that is NOT what I want… I want a file to save to DISC that I can transport around with me. I deal with folks who have very bad dialup connections (and no access to broadband of any sort) – so downloading on site is not an option!
