my computer with dialup will not connect to internet explorer but will connect to outlook express.?

I have win 98 and dialup access i have no problem with dialup or connecting to outlook express but i cannot connect to the internet

how to connect my desktop pc to a wireless laptop at home?.?

iam using win 98 os and its is intel celeron but my internal modem is fixed in the pci slot. it is connected through mtnl dialup (telephone). now i want my laptop to connect to pc and browse the net. how to do it ?
